Eco Heating Plant Banja Luka — 65 MW Biomass District Heating Facility

The Biomass Heating Plant “Eko Toplane” in Banja Luka marks a major shift toward sustainable energy solutions and modern district heating infrastructure in the Republic of Srpska. Developed as a joint venture between IEE Corporation (51%) and the City of Banja Luka (49%), the project was implemented between June 2017 and February 2018 with the goal of replacing the city’s outdated and inefficient heating system.

The facility operates with a total installed capacity of 65 MW, consisting of ten cascade boilers of 4.9 MW each, plus an additional 16 MW reserve capacity. Fueled entirely by biomass in the form of wood chips, the system ensures a stable annual energy production of approximately 190 GWh while significantly reducing dependence on imported fossil fuels. This transition has notably improved the city’s air quality and aligned local energy production with European environmental standards. Our company played a pivotal role in the successful realization of the Eco Heating Plant, taking responsibility for concept development, preparation of detailed project designs, and obtaining all necessary permits and approvals. The team also participated in establishing the financial framework, supervising the construction of the plant and its management systems, as well as in testing and commissioning. Thanks to our comprehensive technical expertise and coordinated project management, the facility was completed efficiently and in accordance with the highest engineering and environmental standards.
